Facility free after discovery of a tech

I noticed that this feature does not work even though some of the facilities have a technology put into that slot. This feature appears under the FACILITY section of a Alpha(x) file.

Yes, that does appear to be a bug.  I don't think I'll get to it in patch 3.1, as it's not such a serious bug, but I am putting it a bit lower on the list.

Is that supposed to mean that you get the facility itself free in every base?
Or is it supposed to mean that there is no maintenance cost after it is built?

Keep in mind that by default it only applies to the earliest facilities (recycling tanks, rec commons, network node, and energy bank), and only with mid-to-late-game techs (Advanced Ecological Engineering for recycling tanks except that they have no maintenance anyway, and the other three become no-maintenance at techs of level 10 higher than their prerequisite.)

Should this be regarded as a bug? The description of the FREE feature in Alpha(x).txt is No longer supported. That indicates to me that the feature was disabled on purpose.

I think that means "no longer supported via maintenance", but I can see it either way.  Whether it's a bug or not, though, it's certainly harmless to enable it (as you can always just set everything to "disable"), so unless the program doesn't actually record it, I'll probably add it.
