Texture and ter1.pcx files

I was wondering what the squares in the bottom left and top right of the ter1.pcx files are used for (if anything)? Also, what is the difference between the upper center box of green squares and the center right box of squares in the texture.pcx file?

For ter1, my pet theory is that it has something to do with color gradients from one color of texture to another (for instance forest going over to open land). But I have no basis for this theory.

On the Texture file, perhaps it was originally meant for this blank box in the down right spot of your upper center box. As a variance for the full Monsoon tiles.
