Have you tried the other outer space theme, CivIIDark?  What with you being an old II-head and all, I have to ask.  -Also, it's gotten zero love, to my knowledge, and I'm proud of the technical achievement of the animated background...

I'll try it out, but animated backgrounds hurt my eyes if they're too active.  I'll give my thoughts though.

Whooo yeah, this is pretty wild. Certainly feels like the ship is traveling quickly through space, the white stars make it difficult to read thread names, maybe use some kind of semi-transparent layer?  I'm going to try some of the others now.
