I recall somebody had already did this. Don't remember who, though. Checked Yitzi's and Scient's but found nothing. Anybody remembers?

It's Yitzi. The feature is noted in the version 3.5 .zip, file PatchReadme.txt:

Additionally, PLANET rating can be set to apply to psi defense as well as attack, and native life can be set to have a particular PLANET rating for this purpose.

It is not listed on the AC wiki entry for Yitzi's patch.

Turns out Yitzi's capabilities are split across 2 AC wiki pages. The 2nd page does document PLANET defense.
