Unit support at 0 but not correct minerals

I started a game as Gaians and my Support thing is at zero which means each city should support 2 units for free, but my city is supporting 2 units and one of them is costing 1 mineral.

Is this something that has been changed by one of the patches?

Probably your society settings under E.  I bet you're running Democratic...

Nah it's at the start of the game, i've hardly researched anything, no society options.

My game must be messed up from all that messing about i did with the windows update bug. Guess i'll resinstall everything again.
