More HP for Cruisers

The game tilts a bit in favor of aircraft. What if the Cruiser Chassis had ten additional hit points at no extra cost, same benefit as having the next level up in reactors?

I doubt it'd be that big a deal, and it would probably not be significantly easier than some changes that would make a much bigger difference.
