When does the AI Obliterate Captured Bases? Does this feature function with the Obliterate Captured bases with the setting on under the AI Editors?

I found a formula that partly determines the manner in which the AI begins to obliterate captured bases. The expression appears as follows: [3 - (AI Fight Interest * 2)] and the procedure jumps if a value that increases with the number of actions that break truces, treaties, and pacts with another faction remains equal to or lower than the result from the first expression.
