Quick Start tab in SMAC/SMAX

Does anyone out there know how the Quick Start tab is supposed to work, and what I might look at to get mine working again?

Used to be back before my SMAC/SMAX setup got hosed that it would bring in the settings from my previous game (I think).  I always assumed it was reading the Alpha Centauri.INI file.  Now, I'm not so sure.

Anyway, now it does nothing.  Clicking it brings a basic game and I have to reload all the options, or simply use Start Game tab.
