Cortex Command is a game by Data Realms. It was my first Steam game.

Gold is your basic resource, use it to make "actors," this game's soldiers. Choose from a variety of weapons and have fun doing ridiculous things in the physics engine, as you build massive bunkers and crash your dropship into the enemy base. And did I mention you can use napalm?
