Pauses in production

As we all may or may not know, a base will pause production for drone riots or when it loses population due to starvation.  But there's a (possibly) important difference: In case of starvation, the base will completely fail to produce; even if something already has enough minerals to be produced, it won't.  In case of drone riots, the base will not benefit from surplus minerals, but if it already has enough minerals stored (e.g. because you were halfway done with a project when you changed to rec commons), it will be built.

I intend to copy this mechanic for stockpile energy in my next patch: If the base is starving, stockpile energy produces nothing, and if it's rioting then it converts any existing stored minerals into energy but does not produce any more.

For a second I was thinking you would pause *your* 'production' on the .exe.  :doh
