That level of beading, I'd bet there's a top coat rather than just exterior latex. 

Almost looks like when I tried the clear flex seal, but without the tell tell bubbles (spray on version there might be brush on clear now which wouldn't do the bubbles, either way, that stuff gives you a solid 2 years before it breaks down in the sun).  If the yellowing is from sun weathering on the top coat, I'd guess a urethane. 

Exterior mod podge would last as a waterproofing agent at least several years on such a base form. (SUPER CAVEAT, basing on Utah's worst wet conditions, which may very well not compare.  It gets kinda soft after a good soaking rain of 2-3 days, but dries right back to clear.  I wouldn't trust it in, say, seattle where you can go months without a dry spell)

I simply do not know.  I gave her a couple of bad plaster castings I had no use for, and any decorative pleasure gotten from them is gravy...


Glad she at least took the weatherproofing seriously.

Buster, in what I think is a coincidence, tells me she's planning to paint the sun & moon masks I gave her for her birthday last year as dorm room wall hangings.  She's promised me pics when she gets there...

Aunt Pokey's moon on the fence recently became no longer with us...  It was always just a matter of time, the substrate being a mess, and 100% waterproofing not really being possible...

Oh, Fun Fact just struck me:

After Hurricane Helene we were w/o power for five days -and Mylochka next door for an extra week- and there I was with a big shopping bag full of homemade scented figurine candles we didn't sell at the art gallery years before.  -Something like $150-200 dollars worth if I'd been able to sell at $10 apiece like I'd tried.

Turns out my candles SUCK.

I'd never done any playtesting on something so elementary as candles that ought to just work.  Something like one in five of them did extra burning not at the wick; I think it was down to last pours from the can I melted wax in having dirt -the wax slab I melted bits off had sat on the basement floor for years- and rust from the bottom of the heated can settle.

A too-large percentage burned unpredictably and kinda wildly - if some poor sucker had bought one of the bad ones and lit it w/o a plate to sit on, I might have burned a house down and even killed people.  Mylochka remarked that our 100% sales phail at the shop turns out to be a good thing.

Siiigh.  -Definitely gonna have to be careful if I ever make more...
