Good idea; quotes gave us a lot of sense of the faction leaders' personalities in SMAC (that might, by the way, be why SMAX factions feel weaker thematically; they have fewer quotes), so it'll probably be a good way to get a sense here too.
EDIT; There is a leaders and sponsor page in the civilopedia in game as well. Typing all that out feels like its going to be exhausting.
