AI will not build bases with Colony Needlejets

I tried adding Colony Needlejets to my mod.  The AI will build the units.  Then it just gives them a Hold order and never actually turns them into a base anywhere.  Has anyone ever observed evidence to the contrary?  If so, I'd like to see a saved game demonstrating the existence of a Colony Needlejet the turn before an AI actually makes a base with it.  I can't produce any such, having run a lot of AI vs. AI tests now.
