What is the bug?

A unit attacking from a base with a creche should get no bonus for -MORALE, but no penalty either
1 (33.3%)
The unit should get the penalty as well; the creche effect should be for defenders only.
2 (66.7%)
Even a unit "defending with its weapon" (i.e. interceptor or artillery duel) should not benefit from the creche.

The Cheche description specifically talks about defense:
