Base Warning Drone Riot Pop-Up Bug

I am starting a poll with this question because the Base Warning Drone Riot Popup presently does not give the option to automatically nerve staple a base that is size 1 or smaller. Would you consider this feature a bug? What is your opinion on this matter?

It sounds like a holdover from a previous version where nerve stapling cost population (and therefore could not be done on a base of size 1 or smaller), and therefore a bug; I can't think of any reason it wouldn't allow it when you can nerve staple a base of size 1 otherwise.
