Beyond bird congregating, droughts make things exponentially tougher for Mosquitoes natural predators than it does for the mosquitoes. 

Again, I'd strongly recommend breeding and release of predatory mosquitoes, but people would rather spray, which only serves to accentuate mosquitoes advantages over predators.
