Is it possible to mod SMAX to remove research choice limitations?

If there is one thing I would like to change with SMAC2, it would be that you could always research anything that you had the prerequisites for. 

Is it possible to mod SMAX to do this, to give the choice of any technology that you have the prerequisites for, as research options?  Obviously, this should be optional, because I have run into people who like having their choices restricted as now.
