3.4 (?) AI rebuilds HQ

I think this was a question before whether it does so or not.
I have (I think), 3.4 (don't know how to check Alt+F4 doesn't seem to work), and I've just seen AI rebuild HQ in an MP (PBEM) game.
It was not their first build after losing HQ to lack of energy (I think it was 3rd), but still they are doing it.

It did this even in vanilla, though it wasn't always an immediate reaction to losing HQ.
