THen go ahead and play a hybrid approach if you like.  I think it will be much stronger than straight ICS.

But I still think than filling in to ICS density instead of building facilities that multiply is less effective, and will ultimately fall behind.  If you also build lots of facilities, then the distance between your approach and mine is further blurred, because I do not think that traditionally ICS builds very many facilities in each building.

At that point, the main distinction will be how much more you have to spend to build the facilities and how quicly you can get this done, and the long term maintenance costs of the facilities.

It will be interesting to see whether your hybrid terrain exploitive small city appraoch is stronger than my terrain explotive big city approach.

Meanwhile, if anyone wants to champion true ICS, I would still welcome a game.

Actually, due to the discussion in the other thread, I think I'd rather put this on hold until we deal with the other issues to see how things play out, because the hybrid approach really only shines after the limiting factor on bases is territory (as opposed to, say, colony pods) but before hab domes, so it depends a lot on how far into the game hab domes come along.

As the Americans learned so painfully in Earth's final century, free flow of information is the only safeguard against tyranny. The once-chained people whose leaders at last lose their grip on information flow will soon burst with freedom and vitality, but the free nation gradually constricting its grip on public discourse has begun its rapid slide into despotism. Beware of he who would deny you access to information, for in his heart he dreams himself your master.
~Commissioner Pravin Lal 'U.N. Declaration of Rights'
