Title: The formula for the cost to Raise Land - known and available?

Is the formula for the cost to Raise Land known and available? I did a thorough (but not exhaustive) search for it here and at Apolyton.

One post said it is a simple (2EC * distance from HQ) but that's not what I get in-game.

It seems to be incredibly cheap on my extra large maps (as low as 2EC).

I would really like to have all four (or the one if it covers all four):
Raise Land, Raise Sea Floor, Lower Land, Lower Sea Floor.

Is it moddable?

It is not yet moddable, but it may be in the future.

It does seem to be 2EC*distance from nearest base times a factor dependent on the current elevation (I think 1 per level of elevation or 2 per level of depth, but I don't remember for certain), but it may be that on differently sized maps it divides by maproot (the square root of the ratio between the area of the map and the area of a standard map.)

With what I was seeing, it seemed not quite right to use the distance from HQ, but it works with the nearest base. I guess I don't do much raising/lowering outside my territory, so I rarely see larger costs.
It would be a nice bit of challenge if it cost more.

Part of the formula is definitely to do with how much territory you raise.  If everything's downhill from the point you're raising from 4,000-5,000 ft., because of the 1,000 ft. adjacent altitude rule, every tile for up to six squares away could be raised along with it, provided it's surrounded by ocean.

The cost goes up a bit in those situations...

It does?  I seem to remember it doesn't, but maybe I'm confusing with the former time taken.

It does.

I do a lot of terraforming in lategame - a time when I can afford whatever, so I haven't kept track of how much- but it goes way up when you're raising a 5,000 ft. landbridge.

Altitude is definitely the main factor, 2k>3k is 32 EC on a normal map almost always no matter what the surrounding terrain is at.  I know this from playing games with solar raising...the condensors weren't worth raising.  Might be some cases where it's 64 EC, would have to take note more.  Usually 0k>1k is around 4-8 EC, 1k>2k is around 9-16EC
