This is ACEdit 2.0 -- it is freeware. It is for SMAC. Maybe someone can make it work for SMAX?

Please?  My copy won't work at all on W7.  It's a crazy useful faction editor when it works.

Ugh. Sorry. I forgot a very important thing:

I haven't upgraded from WinXP yet and it works for me. I hope this is all you need to use it:
