Title: Found a bug with nerve stapling

Found this interesting bug.  Probably not worth anyone's effort to patch but I just wanted to write about it.

Base A is under the effect of a nerve stapling.  It builds something in order to trigger the "zoom to base" popup window.  While in that base screen, you use F4 to switch to the view of Base B instead, then hit OK in the Base B screen.  The time remaining on the nerve stapling is decremented from Base B instead of Base A!

If Base A builds something every turn, it's possible to have its nerve stapling last forever by doing this every turn.  And if Base B isn't currently stapled, nothing seems to happen.  So you can actually keep many bases perpetually stapled if you have one sacrificial base to switch to during production upkeep every time.
