Title: do aliens surrender to humans?

Sure hasn't seemed to happen in any of my games for awhile.  I can try to be "nice", never commit atrocities, but still end up fighting until they're all dead.  What's up with that?

Recently I discovered there are no negative consequences whatsoever for committing Nerve Gas atrocities against aliens when you're a human.  This is extremely useful for putting Conqueror Marr in his place, especially if he's had a good start and is going on a "kill everyone" rampage typical of him.  I play "7 random faction" games and sometimes he's without alien opposition.  In my current game he actually had Hminee opposing him, but Marr wiped her ass pretty quickly.

Now I've slain him, and was about to relish an Alliance victory... when that very turn, Roze bolted from our Pact and went off on her own.  What a selfish !#@@!.  So what if I'm the USA and you're like, France.  Isn't carving up the world for all the Green Democracies a good thing?

<sigh> so now I must research MMI and declare Diplomatic Victory.  I'm at a Fusion Power Chaos Gun level of tech.  Marr had only recently acquired Chaos Guns, I stole it from him while annihilating his cities.  Nobody else has acquired Fusion Power.  I finished The Hunter-Seeker Algorithm quite awhile ago.  I'm playing as The Cybernetic Consciousness, got that randomly.  Lal and Cha Dawn are my !@@#!es.  Deirdre is still my ally.  If she follows in Roze's footsteps and changes her mind, I've got plenty of Gas R-Laser and Gas Chaos Rovers on her border, leftovers from the other conquests.

I'm aware that aliens all have to be dead to declare a Diplomatic Victory, so I'm not shedding any tears for Marr.  He's ugly and I'm a racist.

I found alien surrender dialogue in the .txt files, and I'm sure I've had an alien surrender in the past.  I wonder what about my games or play style keeps them from wanting to do it lately?

Can't ever remember the aliens surrendering to me but there have been times when other factions have eliminated the progenitors and I then rescued them with probe teams.
