Title: Native Life Facilities and Secret Projects

The facilities Biology Lab, Centauri Preserve, Temple of Planet, and Bioenhancement Center all fully heal a native life that completes its turn within the base that has any of these facilities. This effect stops while the base does has drone riots active. If the faction has one or more of the secret projects The Voice of Planet, The Pholus Mutagen, The Xenoempathy Dome, and The Cyborg Factory, than native units that skip a complete turn in any base the faction controls heal fully unless the base has drone riots active. I found this useful because it allows a faction to build facilities other than biology labs to heal native units. This also provides additional benefits for The Pholus Mutagen, The Xenoempathy Dome, The Voice of Planet, and The Cyborg Factory.

Other question: Does a covert ops center give the same healing benefits to probe teams?

This bonus does remain tied towards the facilities and projects that provide a lifecycle. The Covert Ops Center does not fully heal Probe Teams in a single turn. The bioenhancement center and the Cyborg Factory do not fully heal non-native units. A Command Center, The Command Nexus, Naval Yard, The Maritime Control Center, The Cloudbase Academy, and Aerospace Complex repair all non-native units of the appropriate chassis triad (LAND, SEA, AIR respectively) in that base unless the base has drone riots active.
